一.性质 上海市创业投资行业协会的前身是上海创业投资企业联合会，成立于 2000 年末。 2002 年初 , 上海市政府决定发展行业组织、促进市场经济体制建设。根据广大会员要求，经上海市行业发展署的同意， 本协会依照《社会团体登记 管理条例》和《上海市促进行业协会发展规定》精神改组为行业协会，成为由从事创业投资，投资管理，咨询服务企业及创业投资相关的的金融证券机 构，学术研究机构，创业企业和其他相关企业自愿组成、实行行业服务和自律管理的跨部门、跨所有制的非营利的行业性社会团体法人。

1. History Previously called Shanghai Venture Capital Enterprises League, which was established at the end of 2000, Shanghai Venture Capital Association (SHVCA) was founded officially in the beginning of 2002. In 2002,Shanghai government decided to develop industry organization and promote the foundation of market economic system. According to the requirement of members, through the agreement of Shanghai Industry Developing Department, SHVCA is established in accordance with Regulations on NGOs Registration and Regulations of Promoting Shanghai Associations Development . It reform as industry association, which becomes a legal entity of non-profit NGO consisting of those enterprises (with deferent ownership and come from deferent industrial sector) engaged in venture capital, investment management, consultation and other VC investment related financing and securities Institutions, academy and research institutions, innovation companies, etc. SHVCA will provide professional services to its all members.

二 . 隶属关系 本协会的行业业务主管单位是上海市发展和改革委员会，协会业务主管单位是上海市社会服务局，登记管理机关是上海市社团管理局。本协会同时 接受上海市发展和改革委员会、上海市社会服务局和上海市社团管理局的业务指导和监督管理。

2. Affiliation The Association is mainly in the charge of Shanghai Municipal Development and Reform Commission.

三 . 宗旨 遵守宪法、法律，法规和国家政策，遵守社会道德风尚，积极为广大会员的发展服务，促进上海创业投资事业的健康发展，积极为全国的创业投资 事业作贡献，促进国内外创业投资界的合作与交流，落实上海创业投资行业自律管理，推进创业投资行为规范化。

3. Mission Acting in accordance with the national constitution, laws and regulations and national policies as well as social responsibility, SHVCA will actively serve all the members and promote the healthy development of Shanghai venture capital industry , making contributions to national venture capital industry development, promoting the cooperation and communication of domestic and foreign venture capital community, forming the self-discipline institution in the management of shanghai venture capital industry, and standardizing venture capital investment activity.

四 . 职责

1. 充当会员与政府沟通和联络的桥梁，积极向政府反映行业情况和会员要求

2.接受政府部门委托，负责本市风险救助专项基金等有关政策的实施管理工作。并且，开展本市创业风险行业年度统计等调研 工作，开展行业发展战略等方面的研究工作。

3. 搭建”创业—投融资”交流与合作平台，促进行业内与跨行业间的沟通与合作,开展中介与咨询，为广大会员服务。

4. 开展国内外（含港澳台）的各类交流合作活动。同时，创建 “ 上海国际创业投资和私募基金论坛 ” 的品牌，成为我协会开展国 际合作交流的一个良好工作平台。

5. 编写月刊《创业投资通讯》，设立网站 ( www.shvca.org ) ，开展宣传活动和信息服务工作。

6. 开展创业风险投资的培训与进修工作。

7. 发展会员，壮大队伍，提升协会的社会知名度及其影响。

4.Services

1）. Play a role as the communicated bridge between members and government. Actively response the industry situation and members' requirements.

2）. Authorized by government, we are responsible for management of Shanghai Special Risk Protect Funds and implementation of some related policy. As well,we collect statistics data of Shanghai VC industry annually and carry out the study and research about VC industry development strategies, as well as other related study.

3）. Build a platform between enterpriser and VC to communicate and corporation. Promote communication and corporation among the same industry and different one. Provide match making and consultation services to members.

4）. Strengthen all kinds of cooper

ation and exchange. Upgrade the Shanghai International Venture Capital and Private Equity Forum and make it to be a name brand forum and act as a good platform to implementation of international exchanges and cooperation.

5）. Edit and publish a monthly magazine named Venture Investment Communication . Set up a website ( www.shvca.org ), Carry out the promotion of SHVCA and provide information services.

6）. Provide venture capital training and sophisticated study opportunity.

7）. Develop members, expand our association and make SHVCA as a well known organization and produce good impact to the society.

六 . 会长 副会长 秘书长

上海市创业投资行业协会会长——华裕达

Hua Yuda—— The chairman of SVCA

1962年 毕业于西安交通大学。在第七研究院上海船用柴油机研究所，长期从事航船动力研究与设计。1991-1999年在上海市政府任科委主任。1992 年参与筹划上海市第一个风险投资机构——上海科技投资公司。1999年创建并主持上海第一个投资基金的政府引导基金公司——上海创业投资有限公 司，使6亿元的政府资金带动了20余亿国内外社会资金，投资于近200项初创期的高科技企业，取得很大的成功和盈利。2004年创办了合伙人管理方式的 上海创业投资管理公司，并亲自从事管理10余个生物医药企业和少量新材料及多媒体企业，大多担任公司董事长。除了个别项目外都获得良好发展，大 部分项目已获利退出。     华裕达长期从事风险投资有丰富的实践和经验，以及广泛的人脉关系，并于2000年发起组建了上海市创业投资企业联合会，随后又主持改制为上海市创业投资行业协会。     He graduated from Xi'an Jiaotong University in 1962.He have undertook the research and design of voyage impetus for a long time in the Seventh Academy of Shanghai Nautical Diesel Academy. He was the Chairman of Shanghai Science and Technology Committee from 1991 to 1999.He join to prepare Shanghai's first venture capital organization—Shanghai Technology Investment Company. In 1999,Mr.Hua founded and took charge of Shanghai ' s first investment funds company guided by government — Shanghai Venture Capital Limited Company. It began to 600million government funds. And it brings more than 2000 million yuan funds from inside and outside. It invested about 200 high-tech companies ' events and get a great success and a lot of profits. In 2004,Mr.Hua founded Shanghai Venture Capital Management Company which used a way of partnership management. He worked at more than 10 organism medicine companies and companies like new technology and media. He was the chairman in majority. All the events developed at most and got profits. Mr.Hua have many experience on venture capital. He has a wide relationship, as well. In 2000, he originated and established Shanghai Venture Capital Enterprises League which reformed as Shanghai Venture Capital Association now.

上海创业投资行业协会秘书长——徐琳

Xu Lin—— The chief secretary of SVCA

毕业于上海交通大学，曾担任上海市高新 技术产业开发区管理委员会办公室主任。上海 市高新技术企业认定办公室主任，上海市高新 技术成果封化项目认定办公室主任，上海市科 委副总工程师，上海市火炬高技术产业开发中 心主任。现任上海市创业投资行业协会秘书长 ，上海风险救助专项基金管理办公室常务副主任。     Mr.Xu graduated from Shanghai Jiaotong University. Mr.Xu used to be the office director of Shanghai Hi-Tech Industry Zone Management Committee and Shanghai Office for Approving New and High Tech Products and Enterprises, Shanghai Municipal People's Government Hi-Tech New Project Approving Office. In addition, he was the Deputy Chief Engineer of Shanghai Municipal People's Government Science and Technology Commission, and director of Shanghai Torch Hi-Tech Industry Development Center. Now, he is the secretary of SVCA and the general executive deputy director of Shanghai Venture Capital Special Risk Rescue Funds Management Office.
